my dolmar ps 7900 doesn't have any feul pump for easy start. what's going on?

Yeah some of the earlier ps-6400 , ps-7300 , ps-7900 red tops didn’t have a left side de-comp valve and at the time one cover was used for both  variants so some saws came with this cover 

 

when the later black top models arrived on the scene they all had the right hand

de-comp valves standard
