When are deciduous trees at their weakest?

I must cut some roots that have come to close to my house and cause foundation damage and not sure when it's best to trim the roots.

Well, on the above - I just wouldn't ! Cutting roots ?? More info may give a better response from us here . K

Tree is too close to my house (less than 3m) and it started cracking my foundation
Have the tree removed and replant another in a more suitable location in the garden. Cutting the roots of a tree is just going to cause you all sorts of problems and may not actually solve the one you're trying to solve.
