Can someone help me know how to help my Red Oak?  Initially I thought this was from my neighbor spraying his weeds on the other side of the fence, but now I am not sure.  It is all over the tree.

Thanks

It looks like a leaf miner beastie of some sort. A little bug that lives between the top surface and under surface of the leaf and eats the in between bits.
