If they are over a certain size and they don't meet other exemptions then yes you'll need a licence.

Make sure you read the correct advice depending on where you are (England, Scotland, etc).

I used to think coppicing was exempt, but stems over 6” you need to think about it.

Admittedly you should be ok with hazel, but we’ve been into stands of overstood sweet chestnut where the big buggers were around 2’.
