Waste carriers licence and insurance

Just been reading small print on liability insurance. States (my interpretation) that if waste not taken to registered sites then policy may not be valid. That's not the exact wording but seems like a get out clause, where if you have no tip records because you leave chip on your own land etc. then insurance co. will not pay out in eventuality of ANY liability claims on your policy.

Read on gov. Uk that exemptions to use chippings for mulch can be applied for, etc- thereby they are not 'waste' . But if they won't grant it then shot yourself in foot.

Checked on HSE website and 1969 Employment Liability law/act states insurance co. cannot refuse to pay out just because records they request are not provided; sounds like it's not a get out clause?
