As opposed to the separation of rich and poor now, where the poor are taxed like battery hens for state imitations of the aforementioned services and the rich merely keep what they earn and can afford things.

That still doesn't explain how they'd pay for schooling.

Probably with money, the extra money they'd have when the state isn't taking most of it (and is also too small and weak to otherwise impoverish them).
