Seems totally unnecessary as the council's own TO should be sufficient to protect and enhance the urban canopy.  Until that is PFI's get involved.

From the bit I read I think it’s about making councils consult residents, rather than simply do what they want or will be cheaper in the long term.

In some councils they are, but not all.  I've worked for three different councils with the most recent being very pro-tree and responsible.  TO and landscape dept are valued and their decision respected.

The middle one were not too bad and would follow the TO to a point.  But if there was enough moaning they had a system where the councillors could fill out a form and divert funds from risk management and get trees felled against the advice of the TO.

The first one I worked for back in the 90s would do anything you asked them to if you moaned enough.  I wasn't TO at this one, I was on the tools so it wasn't my doing, but it was ridiculous.

I think its a good idea by Gove.

Chris, do you remember the L6 assignment on why arboriculturists need to be involved at the highest levels in planning, guidance and legislation?

Why have a profession that specialise in urban trees and then fail to utilise that knowledge but ask of every tom dick and harry for input?  Just another case where the profession needs to be elevated to a similar level of recognition as others.

We have a consultation phase in tree works track side. Usually notification / letter drop. On ecology side we integrate schools and communities. It's a management fail to not respect the TO position and Stag did a good job of showing that. C

The excemptions would get you off the hook for most consultations. The ones you'll have to bother people about would be the ones where matey has complained about aphids and the local councillor puts their weight behind nobbling the aphid mothership.
