no its not the bulb as i can hear the air at the carb end when i press the bulb

from what I understood its a valve with a very thin piece of plastic inside that only lets air one way, and purging the primer too many times over time causes it to fail and lets air both ways, they cant be replaced so need to swap the full carb. Im not 100 percent sure this is your problem but ours was only half filling the primer bubble then not filling the primer bubble at all. We tried a kit but nothing changed so opted for a new carb.
