Isn't it to do with were an earth quake starts ?

Yep! The epicentre of an earthquake is the place on the surface under which the earthquake has occurred:  earthquakes generally being undergroundy things.

For some reason it has come to be used to mean nearer the centre than the centre, or very-centre.

Which is daft cos ther's already a word for that: the centre!

Epi means over, as in epidermis being the layer over the dermis, so the epicentre is over the hypocentre of an earthquake. hypo meaning under as in hypodermic, under the skin

Sprouts from dormant buds are endocormic, secured by pith trails, compacted xylem, and vascular connections.

Newly-formed buds that sprout are Epicormics, which  become more endocormic over time.

My biggest pet peeve?   Defensive tree risk assessors who condemn trees for no good reason.
