Well if you have changed the capacitor and 9 times out of ten they are the cause of motors not starting then you are going to have to investigate further.

First thing I would do is blow all the dust out of the motor and internal wheels and make sure it is all turning freely.

it should be easy to whip that black cover off the back of the motor.

Then next have a look at the starter switch box - when you press the green button it energises a coil to bring in the main contactor (switch) and it is held in by a separate little switch usually tagged on the side of the main contactor, when you press the red button it breaks the circuit through that little side switch and the main contactor pops out.

It could be that the contacts in the main contactor or the side switch are burnt out, or there should be a thermal overload built into or maybe clagged onto the contactor and that part may be faulty.

Either way if all the connections are good then there's not a lot you can do with a dodgy contactor except replace it.
