I think the ground was subsiding due to the number of people he had living in the place.

 

On a serious note - this is a case where (right/wrong apart) Professional Indemnity cover is essential. It's difficult to make any judgement on a press report but how clearly were the issues with the trees relayed to the LA?

Seems amenity has taken priority over safety. Third opinion should have been sought. Good survey report I thought.
