When you grinding in urban areas, I would think it would be common sense to scan around stumps first or at least have the service plans.

 

Put a CAT over everything! I used to work for the local water authority, their disclaimer was clear, these drawing are approximate, hand dig test holes to establish exact location of services. I was involved with a legal matter that cost the developer 3 units on a plot of land.......Always worth checking first.
