STIHL 08S Throttle Query

I have been given a Stihl 08S chainsaw and whilst checking it over I noticed the throttle switch does not return automatically when released, which I assumed it should do from a safety point of view, and requires force to push it back.

 

Could anybody confirm whether it should return automatically and if so where the problem may be, as looking at the parts list online it is not obvious that anything is broken or missing.

Yes, it should return automatically, knock the pin out and oil it
