do i need permission to work on a pavement

You can't block the footpath completely because if you do, you need to make a proper walkway, protecting the pedestrians from traffic, giving them clear instruction of where to walk.

There is a freshly updated set of street works guidelines to follow, (not that this is new) I may have a copy, I'll look.

If you cross a pathway from garden to a parked commercial vehicle on the road you must have a permit, the same as parking a skip.

Is this enforced? no!

I had a Road Dept guy with the hump against a guy he thought was me sit in the hopper of a 10" pto chipper with his shirt and tie on 1 day, while 2 lads were feeding it!

He ranted at us, made me stop everything and read me the riot act!

It was news to me so I went on the back foot and did what I was told!

I blanketed our town solid for month daily until he got fed up with the paperwork!

I asked if the window cleaners, gardeners, removal men etc all had permits, he said" I assume they do!"

Depends n your county, we are a TM company and you DO need permits in certain countys, call their highways dept and they will tell you if you do or not, generally if they operate a permit system you WILL need permission from them. The govt has put more emphasis on pedestrian care now days, not just traffic.
