Put power on to it and shove a nail or screwdriver up the middle, if it working you should feel a magnetic pull. If that piece is working then the activator pin in the valve might be stuck, that should also screw out.

How do you determine why the no stress is not working? Is there a process?

There could be any number of causes, corroded terminals, broken wire, blown fuse, speed controller problems, busted electronics, the list goes on.

Its usually a matter of eliminating each issue till it works again. A decent auto electrician should be able to fault find from cold in under an hour.

Get a test lamp and start with the live into the system and work through from there.
