Row of Hawthorn...

I have been asked to get some advice on a row of hawthorn that someone has on their property

 

the hawthorn has been left un-managed for ~15 years and are now ~20ft tall

 

They are all in a line and the limbs are quite dense

 

They are thinking about taking the hawthorn down to about 4ft so that they can bush out and then form a hedge in the future

 

what do you think the best way to tackle this project should be?

 

perhaps thin out the smaller limbs with pruning tools and then go in with a small chainsaw for the larger trunks?
