It's not hemlock I've been sweeping up hemlock all week; hemlock fans out much more and doesn't droop so much. And the buds are wrong.

I found something similar very close to, if not under, under a coast redwood [Sequoia sempervirens ] recently, the young growth seems to fit but there are many more terminal buds on yours than on the piece I picked up.

But Cryptomeria japonica seems to fit in terms of drooping foliage and buds.

Can't really see from pics whether foliage is flat (Sequo.) or 'bushy' (Crypto.)
