Poor Looking Rowan

Hey - wondering if anyone has any clues what's up with this rowan - as you can see from the pics there are two healthy ones right next to it.

 

On the other side of it is a cherry with bacterial canker (99.9 sure anyway) not sure whether this is a co-incidence or not.

 

As a side issue how long does this canker take to kill the tree and is it contagious to other nearby cherries?
