Aborculturist wanted

Question

Hi, I am struggling to find a qualified arborculturist in Teesside/ North Yorks. Can anyone help as this is planning permission application for Hambleton Council.

Steven

Condition 5 - The development hereby approved shall not be commended except in accordance with a scheme, previously approved in writing by the Local Planning Authority, of construction techniques and management to protect trees within and adjacent to the site.

Does this require the use of an aborculturalist to to write a report to Development Site Surveys and Reports. Undertaken to British Standard 5837 Trees in relation to design, demolition and construction. Or is a report from a qualified tree surgeon covering the site and the nearby trees and their management sufficient as I have struggled to locate a practising aborculturist in the Teesside area?
