Apply for consent to work. Check out councils website for application process. Should take 6 weeks

 

you don't have to apply in a conservation area.... you just "notify" the council of works to be done, then 6-8weeks turn around, probabilly have an answer before that.

Whatever the procedure you should have apply in some way. Get onto the council website planning dept.

You don’t apply in a conservation area you NOTIFY, it’s called a "211" notification.

 

You don’t have to use the LA's paperwork for a "211" notification, it can be whatever format you want as long as it clearly identifies the tree and your intentions.

 

Once the notification is received the LA has the option to allow the works or protect the tree with a TPO, many try to “negotiate”, if they are allowed to do this it makes the conservation area into an area TPO which is clearly not what the legislation intended.

You are restricted in as much as you will need to have a good reason to do what you want to the tree, if there are good reasons to fell then it will be a no brainer, if it’s a “good” tree and you notify a mullering they are likely to make a TPO to protect it. Anything un contentious will likely sail through.
