I have a 4ft Kilmarnock willow which needs to be moved, can I put into a pot, if I can how big should the pot be? how much free space should there be around the roots

Is this as a permanent solution? Theres nothing stopping you putting anything in a pot, but in a Willows case the bigger the pot the better as it will quickly become pot bound and require removing and root trimming. You will also need to constantly water it.

Is a Kilmarnock the little weeping one?

If so, I'd try to make sure the pot is bigger than the "head" of branches/leaves. I'd try and get as big a root-ball as you can manage. If it's temporary one of those flexible garden trug bucket things is excellent and available in a few different sizes.

As Steve says, water it plenty.
