Why are these caps off? Kubota engine

Chipper rad was due a recore, so that was done and Im just refitting it now.

 

Found the pictured caps, one from each side of the block, just laying in the bay.

 

Im assuming they are blanking plugs fitted in the factory for different water cooling layouts? Is that correct?

 

Why have two of mine come off? Machine had been getting a little warm due to the leaky rad but nothing major.

 

More importantly, how to get the buggers back in and sealed? Thats assuming it is the water jacket im looking at inside.

 

Any input would be great, kinda need the machine first thing.
