Ten years ago the rules were that cranes needed independent inspection (as per LOLER) but 3pt linkage, front loaders, digger and grapple loaders where no one other than a driver protected by a fops/pops/rops cab was within the working envelope.

There is still a duty under PUWER to maintain the equipment in good working order.
